What was happening in the world
Addressed to believers across five provinces of Asia Minor — “exiles” and “foreigners” in their own towns, facing slander, social exclusion, and local harassment rather than empire-wide persecution (that came later). Peter gives a marginalized minority a new identity as God's chosen people and a strategy of honorable, non-retaliatory witness.
What this helps us see
“Exiles” becomes an identity for scattered minorities. Their alternative citizenship shows up through honorable conduct and shared spiritual belonging.
